Where is the control for "copy & paste data from host into guest and vice versa"?

Why can't I directly copy data from host (Win 7 machine) & paste them within guest (Win 2003 server)? Thanks.

copy'n'paste is only supported to a Linux guest at this time. The settings need to be set to host-to-guest as well.

No, I mean a windows guest. How to enable that?

If you mean the Shared Clipboard so you can copy-and-paste text between Host and Guest, that is found on the VirtualBox Manager GUI under each VM's Settings - see the "General" section's "Advanced" Tab. Shared Clipboard is disabled by default. If you mean drag-and-drop to copy from Host to Guest, I believe that is supported only for Linux guests.
