What virtualization software you are using makes no difference to how DHCP works. It is a basic networking problem. To get an IP address from a DHCP server the machine has to be in the same network as the DHCP server, because DHCP uses simple network broadcasts. How you do that in VMWare is not something that is discussed here.
How is the vm running under VirtualBox networked? Where is the vm running under VMWare? How is it networked? If the two hosts are connected to the same physical network, what you need to do is run both vms in bridge mode (or whatever VMWare calls it). This will not work if there is already a physical DHCP server on that network. You cannot have two DHCP servers active in the same network.
