Host: win 7 x64 . USB passthrough only works if run as admin

Hi . So, i installed VirtualBox 4.6.2 today on my Windows 7 x64 host. next step, i tried to install the extension pack but got the error that it requires admin privilege. so i right-clicked the "Oracle VM VirtualBox" shortcut and ran it as admin and installed the extension pack there. the problem however is that I'm not able to see any connected USB device when i'm running the VirtualBox as a User. right clicking on USB icon while a VM is running, gives me "No USB device connected" message. i tried to make a difference by manually adding a usb filter but it didn't help. also if i run "VBoxManage.exe list usbhost" in cmd, i get the "<none>" response. but if i run either the VM or that command as admin, VirtualBox works correctly and i'm successfully able to attach the USB to my VM.
Is this a known issue/limitation? Any one knows what's up? as i couldn't find any related topic on this
