My newly created (and modified offline) vdi is not viewable after I boot from floppy, my system just hangs accessing it. Read on. I just created a new vdi as a 2.5gig fixed Windows 98 disk and inspected it with my Forth machine and see that unlike Boschs (where this image mounts fine) the vdi 'drive' starts at sector 32 and the boot sector is at sector 95, whereas the Bochs 'drive' starts at sector 0 and the boot sector is at sector 63. The vdi is attached. I cannot view or boot from this vdi. Any help will be appreciated in helping me solve this issue.
Again, it works fine in Boschs system on my XP machine and the same floppy boots perfectly in the Boschs emulator and the VirtualBox emulator.

The MBR is indeed in sector 0, as dictated by the BIOS. Other sectors are wherever the guest OS put them, VirtualBox has no influence over that.
However, I assume you are aware that fixed doesn't mean raw? That sector 0 does not start in the first 512 bytes of the file? Fixed or dynamic, you still have to understand the file format, and it doesn't seem like you've done any homework at all.
