Newbie here with question on capability new to virtualizatio

I have 2 clients in Bangladesh that rent a computer from me with a router and DSL line, as a proxy server that they can go and reset the IP anytime they want for a new one. They need access to the US internet as if they were sitting here rather than in Bangladesh. When they want a new IP Address they log into the router and reset it and they get a new IP form ATT DSL and they go about their business. I host them right now on old individual dell computers running XP 1 client per machine 1 dlink router and a ATT DSL line for each.
I was wanting to consolodate the 2 dell computers into 1 laptop with virtualization to save energy and be better on my pocketbook.
I have a Toshiba laptop running win7 8 gig ram and a dual core processor 1 yr old. that is very energy efficient and wanted to use this as the base of operations
I need to add on 2 virtualized win7 users
They will be running a proxy server in their client
They will be running Team Viewer to log into their virtual client so they can go to the router and reset it to get a new IP Address for the proxy server.
I need the 2 virtual clients to behave like it is their own machine, and to let me use the console of the laptop for myself if needed.
all 3 users will need to share the 1 network port on the laptop but there will be 3 routers and 3 dsl lines so each user can have their own internet.
The laptop would be connected by Ethernet to a 10/100 hub and the 3 routers will be plugged into the hub with different subnets and each router will be connected to a DSL modem from ATT DHCP will be turned off so as not to cause conflicts and all IP addresses will be manually assigned.
IE my local machine might me 10.10.127.2 connecting to gateway 10.10.127.1
virtual box 1 might be 192.168.0.2 connecting to gateway 192.168.0.1
virtual box 1 might be 192.168.1.2 connecting to gateway 192.168.1.1
Is something like this possible?
