Is there a way to lock the network settings?

I am looking at a number of desktop virtualization packages for a small IT training lab scenario. Likely there will be times where VM's are talking to ther VM's on an internal network. I am looking for a way to prevent a user in the training lab from messing with the VM's network settings. Last thing I want someone to do is change the settings, and introduce a windows domain controller to the network.

Is there any way to lock the network settings? Command line, GUI, settings somewhere? anything would be helpful.

Thanks!
