fullscreen is not full screen

i have turned on fullscreen mode on my 13" macbookpro and the windows screen does not go fullscreen. if i make the window larger there will be a lot of white blank space around the windows window. in some cases it simply stays about 6" x 7" and shows all black space around the windows window.
i do still get the menu-item shown at the bottom of the screen as i do when VB does in fact go full screen on my mac pro desktop.
can anyone help me figure out how to fix this on the laptop?
