Multiple USB Devices Distribution

I am running Virtual Box on a windows host (Windows 7). and 4 windows XP Guest Operating Systems.
There are 4 Same-To-Same USB Devices (USB 3G Modems) which are connected to Host Machine on 4 USB Ports.
I want to distribute these modems among all 4 Windows XP Guest Machines.
Since all devices are same, so that VBoxManage is showing the same vendor ID for these devices. (Command: VBoxManage.exe list usbhost).
Problem is I want that every-time when I reboot the virtual machine guest OS, they should automatically attach to these USB devices. I tried creating the filter but it is not working.
When ever the Guest OS Reboots, it tries to access the other USB Devices attached to other Guests. Is this not possible to isolate the device from other hosts?
