We only deal with VirtualBox so that is what I am talking about. Since your CPU does not have hardware virtualization you will not be able to install Windows 8 as a guest, at least at this time. I have no idea if and when the NX bit will be fixed to work without Hardware-v in VirtualBox.

The problem is not PAE/NX, the problem is that Windows 8 requires the SYSENTER or SYSCALL instruction even in 32-bit mode. We don't see this as a very high priority because a CPU that doesn't support hardware virtualization is not likely to provide a very good Windows 8 experience anyway.
