Currently I have an admin account on a server which has access to the Vbox manager. When I open it I see all the VMs.
But if I remote into the machine and log in with a different admin and open the Vbox manager I don't see all the VMs.
Is it possible to copy settings or something into the profile of the other admin so I can access the VMs when remoting into the server

Different accounts have different user profiles, and different default folders. Make sure the "VirtualBox VMs" folder is located in an area accessible from the login account you choose, and using "Machine|Add" to add each VM to the GUI for that login account.

But their state is all turned off when they are running on the other account. Is there a way to sync their state across the accounts?
