I was having the same issue. Using latest VB install on Win7 x64 host and a Win8 Pro x64 VM with guest additions. The store could be browsed and items selected for installation/update but they just hung in the download state and never went anywhere.
I followed some instructions I found on the web and the problem is now fixed.

- At the new start screen type Windows+X to open context menu
Select Command Prompt (Admin), and then type the following statements (hitting the enter key after each one)
net stop wuauserv
rename c:\windows\SoftwareDistribution softwaredistribution.old
net start wuauserv

Interesting. Didn't do the net stop stuff. BUT....
I disabled the wired LAN card (Outside Windows 8 ) and went through the Wireless LAN card (Windows 8 thinks it's a wired LAN?) and the apps all downloaded and updated!
SO, there's something about either the LAN setup -OR- maybe the corporate firewall or ? that is causing the apps to not download. Every time I re-enable the wired-LAN, Windodws 8 store apps will not download....
Any other ideas?
