I have a CD The boots up to bartpe that allows me to enter some data about the PC and then it pulls the install from a server installing xp pro along with some other basic programs. I have access to all the files. I would like to take the setup and make this an image that I can use inside of vm.

Sorry it's Friday and my brain is out of the office. When setting up the vm i'm just running the install disk thru the setup and installing the image.

There is no reason why that could not work, however you will have to make the vm look like any other machine on the LAN.
I would set the networking to bridged (bridged to the physical NIC in the host), start up the vm and see what happens.
