I have created dynamically expanding virtual disk image of size 20GB.
I have used up all the space. (100MB left)
So can I increase size of virtual image to 30GB?
On my PC I have Linux Mint 13 MATE and inside virtual machine I have Windows XP.

Have you used snapshots?
I think the simplest solution would be to download the CloneVDI tool from the "Windows Hosts" forum, use it to clone the most recent snapshot file (if you've used snapshots) or the base VDI (if you haven't). Enable the "Enlarge disk" and "Enlarge partition" options.
Since you have a Mint host you will need to install Wine in order to run CloneVDI.
Build a new VM around the clone, keeping the VM parameters as close as possible to that of the old VM (pay particular attention to disk controller type, IO APIC setting and MAC address). You can only (safely) mount the clone in the same VM if you have not used snapshots.
ps. I suggest that you don't pussyfoot around. I suggest you set the maximum size to 60GB, as having the disk start off already 2/3 full will not tend to allow good performance.

[SOLVED] Expand size of disk, Low space,
vboxmanage modifyhd windowsXP.vdi --resize 30000
After that I started virtual machine, without any problems. And with "EaseUS Partition Master 9.1.1 Home Edition" program successfully resize partition on whole 30Gb virtual disk.
