I am confused on how to obtain increased display resolution. I have a windows 7 64 bit guest. The host is RHEL6.3. The windows 7 display only allows 1600x1200 but the monitor goes much higher. I have virtual box 4.1.18 and have installed the guest additions on the windows guest.

If the guest additions are installed and working properly you can use the mouse click and drag or the (host+F) toggle to go in and out of full screen which should match the screen size of the host.
