I've got VMWare Fusion 4 with a Windows 7 virtual machine. I've just upgraded to Mountain Lion. Would VirtualBox use a lot less system resources than VMWare Fusion?

I doubt it. You need to define what you mean by "system resources", but RAM and disk space allocation are configurable items. CPU use would depend on what applications you run in the VM. Bugs and minor performance advantages aside, I would not expect a huge difference in resource needs between two products that do essentially the same thing.
