A re-created nt 4.0 workstation install goes to the guru meditation state.
I cannot attach the log file, as it is 165 KB, and the limit is 128 KiB.
The CD does boot up and proceed on a test laptop.

Compress the log file and attach it here.

Operator error...
I changed the System --> General --> version to NT4 and it boots. Need more sleep and less coffee.
....
NT 4.0 W installed in under 5 minutes. I remember this being a many hour ordeal on physical hardware some years ago.

The problem there is that Windows NT 4 will bluescreen if it finds "too many" CPUID leaves. The NT 4 guest setting restricts the CPUID information so that NT 4 doesn't freak out.
This is a very ill-conceived design by Microsoft, very similar to NT 3.1 and 3.5 refusing to install on Pentium Pro and later CPUs. Except in the NT 4 case there is no human-readable error message that would even indirectly hint at the cause.
