Control Key inside Windows host inconsistent

I'm using Mac OSX Lion as my host, with a Win7 guest. While in the Windows environment, the Control key on my keyboard usually works as the Control key in Windows (Ctrl-C to copy, Ctrl-Arrow to navigate text files, etc.).
Sometimes the Control key acts on the VirtualBox window within Mac OS, instead of in the guest. For example, Ctrl-Left takes me to the Mac Dashboard, or Ctrl-Down shrinks the VirtualBox window to show me what's open.
I can't recreate it on demand - sometimes it's fine, sometimes not.
Any ideas what could be causing this? I want the Control key to be recognized in the guest, not the host.
I'm not running the guest in FullScreen mode, but rather just a regular window that's maximized to the screen size, so I do have the Mac window border around my guest environment.
