windows guest does not drag-n-drop

Hello,
My windows xp professional guest cannot drag-n-drop/move or cut-n-paste properly.
This has been going on for a long while and I have simply been putting up with it.
I've looked around for windows settings thinking it was that but anything about drag-n-drop appears enabled.
I decided to remove the vm guest additions and restart my guest and voila - these mouse capabilities returned.
Now I can swipe a line in a word document and it is highlighted with the mouse. I can grab a windows and move it around and actually see it move.
I reinstalled the guest additions and the issue returned.
I'm wondering if this is a reported issue or not.
