How To -- Deploy "Packaged" VMs which cannot be modified?

I really like VB -- I've been using it for creating Windows guest VMs on a Windows platform. But I have a specific purpose that I would like to achieve currently.

1) Create a Windows XP VM fully patched and then disable all networking
1a) Include a default shared host folder in the VM config
2) "Package" that VM with the minimal VB files needed and only (VBOXSDL.EXE?) to deploy it to Windows hosts so that the VM can be run under VBOXSDL immediately after copying, has no network connectivity but will have a shared folder/drive with the host (I can preconfigure an identical folder on all hosts to match the shared folder config in the VM)
3) I need it such the users of these Windows hosts *cannot* make modifications to the VMs -- just start, use and stop the VMs.

Is that possible?

I have just tested out VBOXSDL and that locked down interface for running the VM looks great, but from my initial poking around it seems like more is needed than just lumping together the VM files and VBOXSDL.EXE in order to deploy VMs.

Any tips/hints/experiences would be greatly appreciated!
