Need a bigger system disk

Windows has done it to me again: The system disk is full. I have set compression on, defragged it, deleted all but the most essential apps. It is not enough.
The current size is 16GB. Is there a way to make a byte-by-byte, sector-by-sector copy of the system disk image to another one that is larger, say, 32 or 64 GB? So that after the copy operation, the new larger drive can be booted?
