I think you're hunting for this:

Windows CE, I think, doesn't run on PC hardware, so you need an emulator. (I think).
Be careful and back things up, I've no idea if an emulator will hose your Virtualbox, as in take over VT-x, etc.

The Windows CE emulator is an application which runs inside a Windows OS. The download is a setup.exe file.
To run it in a vm, install a Windows OS (such as XP), download the setup.exe and install it in Windows.

I am just learning WINCE. I want to be able to run this emulator. My understanding is that WINCE is 32 but the version of windows I am using is 64 bit. Does that mean game over? It tends to mean that on VirtualBox where the OS being run within VB must be the same number of bits as the machine on which VB was invoked.

That really makes me wince.
Generally, 64-bit OSs should be able to run 32-bit programs. Just drivers have to be 64-bit (That's why Virtualbox needs 64-bit versions, because Virtualbox installs drivers.)
Go ahead and try it and see what happens.
