Program won't load from the internet

We are running Windows XP SP3 on a Mac OS 10.6 host. One radiology practice we use has a new Pacs viewer which is a download from its website. We can not get the viewer to download on our windows XP guest units. We have never had an other problem downloading any program. Where could the hold up be?

That really depends on the web site. Can you download anything from anywhere else?
Does the offerer have any restrictions that would prevent you from downloading the viewer?
