You should be able to run a 32-bit Win 7 OS as a guest.

It won't be fast but it should run.

What version of VirtualBox are you runnng? The Win 7 option has been there for a long time. Windows 8 is already there in the latest versions.

I have a different CPU: mine is Core 2 Duo host at 3.16GHz, but otherwise the hardware specs are similar. My host OS is XP Pro 32bit. I find that I can happily run a Win7 64bit VM on that hardware, I gave the VM 1.5GB RAM, otherwise I went with defaults. A Win7 host would use a lot of resources, leaving less for the guest.

Use the scroll bar on the dropdown list to see more guest OS types.

I have no idea. On my system 4.1.10 offers both win7 and Win 8. I expect 4.1.12 will also.
