How to make a disk smaller
Is it possible to take an existing VM and clone it and change the size of the disk drive to be smaller ( like from 40GB to 5GB? )

Not using VirtualBox. You can however do it the same way you would with a physical PC. I.e. reduce partition size with partition manager of your choice, image using disk imager of your choice, restore the image onto the PC of your choice.
Restricting a modern OS to something as small as 5GB is normally not a brilliant idea. It leads to congestion, awful performance, and of course an increased risk of running out of disk space in the middle of an operation.
