Inaccurate CPU usage in guest. Really weird

Hi
I have a fresh, unconnected, install of SBS 2008 running on Virtual Box 4.1.8 on a Ubuntu host.
I noted that top was reporting a steady %20 CPU. But the guest was reporting %0.
But I looked closer: perfmon is actually running on the guest at a steady %15.
But the CPU chart... It's like a sine wave! Within a period of about 30 seconds, the CPU goes from 0 to 30! ANd then back down!
All the while, perfmon stay on 15, and top show VirtualBox using a steady 20.
Anyone have any ideas about this whacky behavior?
