VirtualBox allows you to install other operating systems but you must supply the actual installation media.

Its a simple question, but for some reason you never answer it. Do you have the actual install media or not?
If you do not you will never get it to work because you must provide the software to install.

Full tutorial:
1. Make ISO copy of your Vista install CD.
2. While not running, mount ISO copy in VM drive, making sure VM is set to use ISO (not a host drive).
3. Settings: make sure CD is enabled and comes first in the boot order for the VM.
4. Start the VM and follow your nose from there.

Apart from the (optional) step of starting with an ISO image, the procedure for installing an operating system on a virtual PC is the same as for doing it on a physical PC.
