Sorry, I don't read Russian, and Babelfish won't translate graphics. You'll need to tell me what the error message says, in English please.

I'm sorry, I don't recognize the error message. I also don't recognize what part of the VM settings you are in. On my Windows host the settings panel looks nothing like your screenshot, and the Network panel has tabs for Adapter 1 though 4, I don't have a generic listbox with "add" icons, like you appear to.
What host are you using this on? Where did you get this VirtualBox distribution from?

Re: Unable to create a virtual network adapter is the primar
Ah.... I thought you were showing me the settings dialog for a VM, I see now that it's actually the global "Preferences" settings dialog for VirtualBox.
The only thing I can think of which would cause this problem is that the "VirtualBox Host Only Ethernet Adapter", which should be installed on the host, is not working for some reason. That could be because you chose not to install it, or perhaps you didn't have the admin privileges needed to install it.
There is another issue I'm aware of with host-only networking on Windows, and that is firewalling. Win7 sees it as a dangerous open network connection and blocks some operations. It needs a registry fix to unblock. Example discussion here.
