Can't update or restore iTouch with iTunes

Can't update or restore iTouch with iTunes
I'm able to get iTunes to see the device when I click Devices>USB>Apple iPod. I tried to apply an update (3.1.3, I believe it was) but when it was starting, it hung at Preparing iPod for restore and then I get an error 1604. Now the iTouch just has a black screen on it. I tried shutting it down and then back on and it prompts me to connect it to iTunes but when I do and I select Restore, it just does the exact same thing.
