Hello,

My host PC is Windows XP 64bit
Where I have 3 Guest machines that too are Windows XP

In total I am having 4 Windows XP on a physical machine.

I need to know what is the Microsoft Licensing policy for this Environments? I mean how many XP software license I need to buy?

I know that for Windows Server the following policy applies:
1 x Windows Std Server = 1 Host + 1 Guest
1 x Windows Ent Server = 1 Host + 4 Guest
1 x Windows DC Server with 1 CPU = 1 Host + Unlimited Guest

How about Windows XP?

I know it's radical thinking, but why not ask Microsoft about Microsoft's licensing policies?

We're no MS license experts. You should go to one to get your answer. People have been asking this since the beginning of virtualisation, so it's nothing new to MS and I'm sure they have an FAQ somewhere.
