Why can't the guest systems Win7 or Win2k8R2 use USB devices

Hello!
I have a host FreeBSD 8.2 x64 with VirtualBox 4.0.14.
Forwarding of USB goes without problems if the guests systems are Windows Vista or XP (32 or 64 bit).
While installing guest Windows Seven or Windows 2008 R2 USB are forwarded with drivers not installed on the system. There comes a message in devices’ options that devices cannot be started.
I tried to make it as if Windows was a host (OS Windows 7 x64 Professional SP1, VirtualBox 4.1.
. But the same message appeared even when I didn’t use Extension Pack. There are no problems with the Extension Pack itself, while it is not ported to FreeBSD.
