WinXP 64 guest cannot attach USB disk & DVD-writable devices

I tried all options specified in some of the threads for USB devices (hard disk and re-writable CD drives) and my Win XP 64-bit guest cannot attach the USB device and I always get the error message that the device is busy. The posting to remove the usbfilter.sys did not apply to me because my host OS (Windows 7 64-bit) does not have any usbfilter.sys, I checked the registry and the entry for the filter is a empty/blank string. My host OS runs on a pure Intel processor and not an AMD processor. I tried to re-install in the guest OS the Lenovo Windows XP 64-bit drivers for USB 3 devices, removed the USB devices, cleared the USB filters, re-started the guest OS and when re-started, connect the USB device one at a time and still the USB devices could not connect and I am getting the message that the device is busy.
