Prevent virtual machines network access

Hello,
In a managed environment with standard user accounts running virtualbox vms, I want to be sure that with my virtualbox installation (as admin) no virtual machines (added by users) can access the network. Virtual machines will be used for testing purposes and I'd like to be sure that they don't have access to the network. The only access that could be useful would be internal or host-only network just to communicate with the host. Any idea on how to achieve this ?
For some virtualization products network support is loaded at boot by inserting kernel extensions. Is it possible to disable proper extensions at boot ?
Some virtualization products use additional network adapters...
I tried to look at kernel extensions but didn't find any solution, any idea ?
