If I have USB devices attached to a Guest, it significantly slows the Guest's Windows boot-up process to like 5 minutes... If I remove then it is just fine... same with ANY USB device/any Guest

Hmm how about bit more info?

Did you checked the boot order HDD first?
As fare I know stuff like that happen if Windows try to boot from the USB device, move then to HDD after a timeout

Have you checked the Logs? maybe something usefull insite

Help how? Speaking for myself, you asserted a certain behaviour, a behaviour I have not witnessed, while doing something I would not do (start up the VM with a USB device already plugged in, expecting the device to be rudely grabbed from host control). Since I don't plan to start doing what you were doing I had no incentive to find a workaround. We are mostly volunteers here (even the mods), so generally your question has to be of widespread interest, and/or common knowledge for it to be answered quickly.
