I need to specify CPU frequency in MHz
for example 1000Mhz 1 Core.
Is it possible? If so, how?

Changing the clock rate is not possible. Guest software runs on the host CPU - VirtualBox is not a CPU simulator - so it runs at the same speed as the host.
