Unable to create Guest XP VM from command line.

[Host Windows 7] Unable to create Guest XP VM from command line installation.
I am trying to install a Windows XP Guest from a non-bootable CD, but there appears to be a problem in finding the virtual HDD. This is what I have done so far:
1. Using the Create New VM I have the Virtual HDD set to 10GB (WinXP.vdi)
2. Boot order is Floppy, CD, HDD.
3. The system loads from the (OAKSYS) floppy image.
4. CD to X: > and enter CD XPPO\I386\WinNt (as SETUP will not run from DOS).
5. Everything works so far, but then I get a long message about 538MB Hard Disk not being available followed by the system asking to Quit setup as no disk can be found with sufficient space, etc.
Am I missing something simple somewhere?
