Is it possible to simulate a blank CD or DVD medium to the guest?
The host has no real optical units. There is a DVD unit defined for a VM, and I can assign ISO images to it, that act as ROM media.
Is there a way to make it appear as a blank CD or DVD+RW ?
So CD burning programs can be used/tested.
Currently using v4.1.4 on Windows 7 64 bit.

AFAIK the simulated CD/DVD drive is a CD/DVD ROM, not a CD/DVD writer. AFAIK the only way you can write CDs is to use the host drive, with passthough enabled. If the host has no such drive then you are out of luck.

VBox can't.
As a workaround you can write into an ISO image. All CD software support this (K3B, Nero, UltraISO, ...)
