Does virtualbox works in the cloud? and will it take memory?

Hi guys i'm all new with virtualbox and i have heard so much good about i have to try it, so if you tell me i should search answers on the forum i will. But please if you could, anwser my questions.

If i install virtualbox and use it will it take ram memory and hard disk space from my computer? If yes, is there a way it wont?

Can i upload my virtualbox somewhere on the web so i can access it from anywhere without being dependent to have my computer turned on all the time, like a cloud browser with windows 98 if it works... like EyeOS (if you ever heard of it).

VirtualBox is an application which runs under an installed OS (Linux, Windows, Mac OS). If you create a virtual machine under VirtualBox, this vm will need to have its own OS installed. This OS will be installed on a virtual hard disk, which is a file on the host's HDD. When the OS is running it will use resources on the host, as it has no memory or CPU of its own.

So the shot answer is no. The virtual machine will only run when the host machine is running.
