SimCity on Windows 98- can't install from disc

Hi-
I'm trying to install SimCity Classic on VirtualBox with Windows 98 as the operating system, but when I try to run the setup file on the SimCity disc I get a message that says "D:\SETUP.EXE is not a valid Win32 application."
How can I get it to install?

How do I get the passthrough box to be checkable? Where would the file that I need to select be?

Yeah that's where I'm checking, but the box to enable passthrough is greyed out. What should I select to make it checkable?

What do you mean?
It's telling me I need to "Choose a virtual CD/DVD disk or physical drive to use with the virtual drive." One of the options is "Host Drive D," but selecting that doesn't seem to do anything.

Turn off VM, go to VM settings > Storage, there you select the virtual optical drive and lo and behold, you got the Passthrough option available, if you selected the physical drive for use.
