In there a guide to serving VMs over network?

I like to setup a lab where users can have access to various versions of Windows (XP, Vista, 7). PRoblem is I have team of 20 engineers who at any tie 10 of them might need to have access to all these OSes.
What is the best solution?
I have a Windows 7 machine (can be other OS) that is running VBox and I have created all the guest OSes that I need.
I know I can enable remote display, but does that allow me to run just one remote connection at a time? (I guess so)
If so then do I need to run several instances of each guest OS?
Any other way to solve this ?
