Preliminary tests show that Version 4.1.4 with guest additions resolve this issue.

Good news and thanks for the update. Does anyone know if the problem that I think may be related to this bug -- affecting Windows 7 64bit guests -- is also resolved? I will be able to test that and report back by 9-Oct-2011.

I am confirming that the new Guest Additions 4.1.4 does indeed fix the freeze problem that I referred to above in a Windows 7 64bit guest. I also confirm that the file drag-and-drop freeze in my WinXP 64bit guest is also resolved.

Great that it is fixed!
I did manage to find a work-around that seemed to fix this issue on earlier versions of VirtualBox (in case there are folks who are unable to upgrade, etc.).
Within your VM
-Right-click on My Computer, select Advanced tab
-Under "Performance" select "Settings"
-Change the setting to "Adjust for Best Performance", and click "Apply"
After doing this the problem went away and I could drag files/folders without freezing up. Must be one of the Visual Effects that trigger the issue but I haven't tried to figure out which one. The setting above simply disables all the Visual Effects.
