is the anyway a cpu optimizer will run with virtualbox if there is can someone recommend a free cpu optimizer

It depends why you want such a tool, for example you could use it to auto-kill hanging VM's (if process_x1 is using cpu usage larger or equal then 100 / number of cpu's for more then 5 minutes then ...) can be done with a single mouse click with processor lasso on the Host. But this is more 'management' then optimization.

im trying to get as much cpu as i can in to the vm

Good news: You don't have to do anything at all.
The guest(s) will be default use all available cpu on the host (up to 100% cpu usage).
In the GUI you can set one or more cpus to use for the guest. So if you have 100 cpus on your host you can set all (or less) to be used by the guest.
You can also set a limit of cpu usage, the guest can use, by default this is 100%, meaning guests can use all cpu power.
