Can't raise a bug report
Hi
When I try to create a bug report on the VBox bug tracker I get:
403 Forbidden (TICKET_CREATE privileges are required to perform this operation)
I am logged in.
Who can I contact to resolve this please?

Bug tracker requires a separate login as it is on a different system. You need to create and login to that system.

I realise that. I was able to reach the bug tracker issue creation form but when I submitted my bug I got the 403 error.

I still get

when I submit the issue.
I have used the same username when registering on the forums and the bug tracker. Would that be a problem?

Shouldn't. I use the same as well. Try creating a new account and see if there is just something wrong with the first one.
Moving to using VirtualBox as it is an issue and not a suggestion at this point.

I created a new account and eventually managed to submit the bug. However, I don't think that the account was the problem. The bug tracker was logging me out when I submitted the issue, hence the 403. After several attempts I succeeded.
However, now I want to attach a log file to the issue. I login, navigate to my issue, click Attach File, and then the tracker logs me out. If I login again, I go back to the beginning screen.
Is this behaviour familiar?

I have never encountered this myself nor have I heard about this before. I know that cookies are needed if you want to retain a login session. Perhaps it has something to do with your browser, cookies, or security settings. Not sure.

My browser is set to accept 'first party' cookies, so there should be no problem.
Come to think about it, I have also experienced logouts when posting to the forums.

That really sounds like your browser does not reliable store cookies. The cookie from www.virtualbox.org should live 28 days, and the cookie from forums.virtualbox.org even longer (if you clicked on the corresponding checkbox during login).

Well, I don't have a cookie problem with other sites and, today, I seem to be permanently logged into the forums server as expected.
