I read this (locked) thread from two years ago, and it is still not clear to me that anyone solved the problem.

Is there a way to IE Application Compatibility VPC Images with Virtualbox?

I tried on Ubuntu, and hit the activation screen after three boots.

The reason the topic is locked is it is because there is nothing VirtualBox can do about it.
You need to contact microsoft.
