I need to launch a process which is present in Guest OS(Windows 2000 - Virtual Box) from Host OS(Windows 7) by sending a command. Is it possible to do it in VirtualBox V4.0.4? If so then can you please tell me the steps to be followed.
For example : I need to launch a process called "notepad.exe" which is present in Guest OS (Windows 2000 - Virtual Box) by sending a command from Host OS(Windows 7).

What good would that do you? notepad.exe is an editor and executing that would open a window in the guest OS. You would not see anything from the host.
Why not connect to the guest by RDP?

Assuming that the notepad.exe was for example purpose you can execute some commands on the guest from the host.
You need to read Chapter 8.29 VBoxManage guestcontrol in your VirtualBox users manual.
You must follow the syntax exactly as written for it to work.

Read User Manual, "8.29. VBoxManage guestcontrol":
> VBoxManage --nologo guestcontrol execute "My VM" "c:\windows\system32\notepad.exe"
--username foo --password bar --wait-for stdout
