I would like the virtual machine to use a PCI Card that is installed in the host to work in the virtual computer. This is a specialty fiber optic card. I have the drivers for the hardware, Will installing them work?
The Host is windows 7. The Client is Windows XP

No. The OS in the vm does not see the hardware in the phyisical machine. It only sees its own emulated hardware (unless VirtualBox has inplemented passthrough). PCI cards are not passed through to the guest.

Are you talking about a fiber optic network?
In that case you can use it like any other network in VBox without accessing it directly.
