Cannot install 4.0 on Win XP SP3

I am trying to install VB 4.0 on a Win XP SP3 Dell pc. I already have VB 3.2.4r62467 installed and it works. I have tried installing 4.0, without uninstalling 3.2.4, like I have done with previous versions. I waited over 10 minutes for it to finish and it never does(typically 2 to 3 minutes). I tried this 2 times with the same result. I tried installing in safe mode but got an installation failed. Forbidden by system policy. I am stumped as to the issue.

Try to switch off 'VirtualBox Host-Only Network' in network connections when the installation hangs. It works for me every time.

I tried your suggestion but it still will not install. I waited 10 minutes for it to finish no luck.

Try to uninstall old version via Add/Remove programs.

I always uninstall any software by using Revo Uninstaller (freeware):
