Windows 7 Experience Index rating fails in VB 4.0

Install Windows 7 Enterprise edition with 3D support, install all Microsoft updates, reboot in safe mode, install VB guest additions with 3D support, reboot and start Windows Experience rating, this results in the following error: The Windows Experience Index for your system could not be computed (also see screenshot).
