PLEASE HELP: NO 256-COLOR SETTING IN WINDOWS 98/SE

HELLO COMMUNITY:
Please help me with this troubling and addicting problem I've been trying relentlessly to solve.
I want to play Dust: A Tale of the Wired West so incredibly badly..
My host O/S is Windows XP 64-bit SP2
Graphics Card: ATI Radeon HD 5770
Using Windows 98 guest O/S through VirtualBox.
My problem is that the default driver that gets installed with the O/S is a horrible one (Standard PCI Graphics Adapter (VGA)) that can only support 16 bit color. It is required to be in 256 color to play Dust. The game does not work in XP whatsoever just so everyone knows. What I did was re-install the driver to another one called "Super VGA". This one did include the 256-color option in the settings!! I almost cried with excitement.. except I went to switch it and after the required machine restart Windows gave me this message: "There is a problem with your display settings. The adapter type is incorrect, or the current settings do not work with your hardware." Does anyone have any insight or solution...or maybe another suggested driver or some way to override this? Or is it simply that my 5770 GPU will not output 256-colors because the setting has become so obsolete?? If everyone can even help me decide whether it's a hardware or driver problem that would be amazing. PLEASE AND THANK YOU FOR INPUT --I WILL BE SURE TO THANK BELOW AND CREDIT YOU IN THE FUTURE.
