Get as much as you can working in DOS (6.22) for Win-3.1 before you install Win 3.1 and your life will be easier. DOS (7.10) was intended for Win-9*
When you install Windows 3.1 it will reconfigure the autoexec and config to what it needs. I usually leave the network to Windows but if you want you can also configure this before install albeit it is a little harder for DOS.

It seems to be working, driver is loading. BUT, windows hangs before setup. It gets stuck at starting windows.
Although this is not urgent, i can probably fix it. But any help will still be appreciated.
