dock not hidden in full screen when adding external monitor

I use a Windows 7 guest in full screen mode on my MacBook. I sometimes use just the built-in MacBook screen, and sometimes plug in an external monitor.
If the guest is in full screen when I plug in the monitor, it moves to the external monitor along with the dock, which is great.
However, pressing command-F twice should put the guest at full screen on the external monitor (once to take it out of full screen, and again to put it into full screen based on the new monitor size). This works except for one glitch: when the guest goes into full screen on the new monitor, the dock does not go away; it remains visible at the bottom of the screen, overlaying the Windows 7 toolbar.
I've found a kludgy workaround: once the new monitor is plugged in, I press command-F once to take the guest out of full screen. Next I open System Preferences, and change the dock location to the side of the screen. Then I put the guest back into full screen. Then I change the dock location back to the bottom of the screen. After doing this, the dock is no longer visible when the guest is in full screen.
I didn't see anything like this in the forums or the bug database, but I'm checking if anyone has info/advice on this issue before I submit a bug.
